cabal chronicle game server always down!!

Where are the located that server?

...that server can down any time, when the player play that game.. it's seem he just restart that pc ,if he want. When the computer down,he say DELL technician will repair,but herself can repair it.

It's about management!!.The player play this game use money, not free.
